About the project:

Tanguar haor is a unique wetland ecosystem in Bangladesh which has both national and global significance (please see annex-1). The Tanguar Haor has been declared as the 2nd Ramsar site in 2000 to signify its global value. Prior to the declaration, understanding its critical condition due to overexploitation the Government has declared Tanguar Haor as an Ecologically Critical Area (ECA) in 1999. Due to its status as an ECA and Ramsar site, the Government (represented here by Ministry of Environment and Forest) has been keen to put in place a community based management system in Tanguar Haor. The major obstacle for initiating a community based management was the ownership of Tanguar Haor and leasing system for its fisheries resources. It was owned by the Ministry of Land and short term lease was to be given to the highest bidder. In 2001, ownership of TH was transferred to MoEF and subsequently the lease system was banned effectively.

Under the National Conservation Strategy Implementation Project -1 (NCSIP-1), MoEF initiated a pilot project in TH. Under that project, a management plan developed with technical assistance from IUCN Bangladesh in 2000. In 2002, IUCN Bangladesh on behalf of MoEF has developed a proposal titled community based sustainable management of Tanguar Haor to seek donor commitment to fund the project. It was revised again in 2004. This programme proposal is a continuation of the effort of MoEF to obtain fund from donor to initiate a community based management for Tanguar Haor.

Among the donor communities, SDC has come forward and showed keen interest to support this government initiative, while other donors are more interested to see the initial results before committing for funding. Up on an official request from MoEF, IUCN Bangladesh had submitted a proposal on “Community Based Sustainable Management of Tanguar Haor” to Swiss Agency for Development and Cooperation (SDC) in August 2005. The proposal was reviewed by SDC and subsequently Mr. Peter Hislaire was appointed as an independent international consultant to appraise the context of the proposed programme. The consultant had series of meetings with the Government officials, NGO personnel and interacted with the communities living in Tanguar Haor. Based on this experience, the consultant proposed that activities in Tanguar Haor should be divided into following three stages :

  • Preparatory stage (18 months)
  • Development stage (36 to 60 months)
  • Consolidation stage ((36 months)

    The current initiative covers only the  Preparatory stage.

Vision, programme scope and approach

The international conservation values of the Ramsar site guiding the vision of proposed “community based sustainable management of Tanguar Haor” programme in Sunamganj is as follows:
            “A co-management body managing natural resources of entire Tanguar Haor that is responsive to livelihood needs of the concerned communities as well as ensures that the resource base is used sustainably and that Ramsar values are maintained.” 

  • The programme aims at building the capacity of the rural communities around Tanguar Haor to share in the management of water, fisheries, forest and reed bed and other resources of Tanguar Haor for generating income from the management, harvesting and selling of these resources. 
  • The programme shall contribute to develop a natural resource information system for Tanguar Haor that allows the management authority to monitor trends and understand the ecological dynamics is in place.
  • The programme shall contribute to form and functioning of a co-management body (under the district administration of Sunamganj) for the ramsar site- including representatives of local communities and MoEF and local government.
  • The programme shall also play a facilitative role in formulation of coordination of protection measures, natural resource extraction modalities and measures to facilitate the delivery of social and economic services.

However, for the Preparatory Stage the goal has been set as “to initiate and test a pilot co-management system for Tanguar Haor and obtain necessary policy, administrative and community support to commence a comprehensive co-management system for Tanguar Haor in future”.

The programme has been implemented in two upazillas—namely, Tahirpur and Dharmapasha of Sunamganj district—that fall under the current geographical focus areas of the SDC country programme( see: Map). Within these two upazillas, working communities and unions have been selected over years and in different phases/stages of the programme.


Implementation partners


IUCN Bangladesh involved partners like Intercooperation (IC), CNRS, BELA and GUS to assist programme implementation. The partner NGOs are carrying out the actual field activities, while the programme support and management unit of IUCN Bangladesh is providing the programme coordination role.


Objectives of Preparatory Stage


The programme in its preparatory stage will contribute to the achievement of the goal by following major four objectives:

  • Selected communities of Tanguar Haor have capacity and organization to participate in pilot co-management activities
  • Institutional system is negotiated and piloted to support towards development of a fully operational co-management system for Tanguar Haor
  • Knowledge on Tanguar Haor is organised  to provide necessary input for the development phase
  • Cost recovery mechanism developed

Activities

Main activity lines

In order to materialise three objectives of preparatory stage eight main line of activities are planed to obtain the results that are expected as outputs in preparatory stage.

Community mobilisation towards participating in pilot co-management of Tanguar Haor resources:
Through accomplishing the above major activity, the project is intended to mobilise selected communities and make them aware on the importance of co-management of Tanguar Haor in relation to its positive aspects and sustainability. During the preparation stage, a common vision regarding co-management of Tanguar Haor will be developed.   Selected community will develop their capacities in identification of problems, constraints and at the same time the opportunities in regards to participate in co-management of Tanguar Haor.

Selection and skill development for alternative livelihoods strategies/ IGAs:
Participation of the poor Tanguar Haor community members in co-management system depend to a great extent on access to alternative livelihoods strategies and economic activities. Therefore, the objective of this major   activity is to identify potential value chain/products/economic activities through participatory value chain analysis so that the community member can choose them as an alternative source of earning income. It is assumed that involving with such new type of activities requires new skills, capital for investment. Need based skill development training courses will be offered to the interested and potential Tanguar Haor community members. Facilitation will also be continued in order to establish linkages between the community and sources of finance and the service providers so that they can establish new IGAs, economic activities and livelihoods strategies.

Development and testing the modalities for accessing and harvesting of natural resources 

The prerequisite of establishing a co-management system is to clarify the roles of different actors regarding access to and benefit sharing from the resource bases around Tanguar Haor. Another important aspect is to identify the resources that claim necessity for conservation and the resource can be used through improved management practices. Thus under the main group of activity, activities will be undertaken to clarify the role of various actors (communities, local government, administration, line agencies, private sectors) keeping the sustainability of Tanguar Haor in mind. Survey and key informant workshops will be organised for identifying the resource bases and possible model of co-management system and their institutional set up. Legal review is planned to short out the legal aspects that match with a sustainable co-management system of Tanguar Haor.  Some model of co-management system will be tested with appropriate actors for generating practical experience that will provide ingredients for planning the development stage.   

Facilitate in forming national and regional platforms to support co-management of Tanguar Hoar
Co-management system for wetlands, especially management of Ramsar site, requires coordination at the policy arena. The programme will facilitate to form a Steering Committee at the national level. The roles and responsibility of the Steering Committee will have to be thought out carefully at the beginning of the programme implementation. Dialogues mainly with the MOEF and national actors working on wetland management will be held for this purpose and subsequently a Steering Committee will be formed with the Secretary of MoEF as the chair. Similarly, at the district level strong coordination will be required among actors for sustaining the co-management activities. Apart from providing support to the Tanguar Haor programme, the regional platform will also act for raising overall awareness regarding Ramsar site and gather positive attitude toward Tanguar Haor co-management. Besides, the above committees and platforms, a wetland network will be developed taking representation of the various like minded organisations, academic institutions and academics, civil society.

Development of basic understanding of and consensus on the principles of co-management of Tanguar Haor
Although there are some general principles for wise use of wetlands, concrete guidelines, rules or valid principles for co-management for Tanguar Haor yet to be developed. Within the frame of above major activities the project endeavour is to initiate dialogue and discussion at wetland platforms for developing wise use principle as well as the modalities of co-management system of Tanguar Haor.  In order to develop consensus on co-management principles dialogue, discussion, exchanges will be promoted though this project. Mass campaign and communication events and activities will be undertaken at local, regional and national level on the values of wetlands specially that of the Tanguar Haor. In order to develop concrete ideas and experiences of wise use of wetlands, study visits will be organised to neighbouring countries for the concerned organisations and individuals that may contribute to develop a common understanding as well as the food for thoughts on the possible modalities for Tanguar Haor. 

Knowledge management system development
Generally the Knowledge management is considered as an integral tool with its six major interlinked elements. These are – identification, acquisition, development, distribution and sharing, anchoring and using the knowledge at all stages of the programme as well as all level of the concern stakeholders. A system therefore, essential and to be introduced and adopted for  collecting and collating existing knowledge regarding co-management as well as wise use of wetlands.  

Knowledge generation on resource system of Tanguar Haor  
In order to improve the knowledge base of the resource system of Tanguar Haor, several social and biological studies are planned. It is expected that such studies, on one hand, will generate the benchmark information regarding the socio-economic profile of the context, and on other hand, the information regarding the technical and biological aspects of resource system of Tanguar Haor will also be enriched.

Development of a detailed planning document for the development stages
Most of the operational activities in preparatory stage are planned those of pilot and research and action in nature. The major expectation from these pilot actions is to learn some practical lessons that contribute to the development of a realistic plan for the development stage.  In doing so, a culture and system of regular experience capitalisation is to be introduced. The draft of the project document would be elaborated through organising participatory workshops but also taking the essence of the lessons form experience capitalisation process. In order to endorse the final project documents of the development stage, all possible and necessary steps will be undertaken for negotiating with all relevant stakeholders.
