National Adaptation Programmes of Action (NAPA)
Climate change and its direct and indirect effects are amongst the key environmental and development issues that the Government of Bangladesh (GoB) is seriously addressing and currently involved in formulating program of action for adaptation to climate change.
The Ministry of Environment and Forest (MoEF) while executing this responsibility has divided the task among six sectoral working groups (SWG) of which the three sub - sectors namely Forestry, Biodiversity and Land Use, have been entrusted to IUCN Bangladesh.

Following are the six sectoral working groups:
  • Forestry, Biodiversity, Land-use (IUCN- Bangladesh)
  • Agriculture, Fisheries and Livestock (BARC)
  • Water, Coastal Areas, Natural Disaster and Health (WARPO/CEGIS)
  • Livelihood, gender, Local Governance and Food Security (BIDS)
  • Industry and Infrastructure (DoE/BUET)
  • Institutional and Policy Issues (BCAS /IUCN)

Objectives

  1. Assist the NAPA Team in preparing the work plan and inception workshop
  2. Carry out V&A assessments in the specified sector (Forestry, Biodiversity and Landuse in case of IUCN B)
  3. Attend 4 regional workshops and 1 national
  4. Facilitate the workshops and allow dialogues between the NAPA team and the local people
  5. Solicit inputs and proposal ideas in order to develop a shortlist of potential NAPA activities
  6. Develop a set of country – driven criteria for selecting and prioritizing activities needed to address the adverse effects of climate change
  7. To assess the impact of climate change in Bangladesh and assess the vulnerability of the given sectors
  8. To identify the impacts of probable hazards in given sectors and list the interventions to combat the climate change adversities
  9. To prioritize the interventions listed and identify the key actors and their role

Location

The four regions are actually the four administrative divisions namely Khulna, Rajshahi, Sylhet and Chittagong.

Methodology for SWG Forestry, Biodiversity and Land use

  1. NAPA Team will provide the climate change parameters/indicators for the sectoral working group on Forestry, Biodiversity and Land use. These parameters will be the basis for identification of actions and areas of intervention, with upper and lower boundaries that comply with the IPCC findings.
  2. Based on these parameters, stresses and implications will be identified for immediate and urgent action.
  3. The IPCC documents will be reviewed thoroughly along with national or country specific studies for attaining secondary and qualitative data.
  4. Primary data will be obtained from other SWG for qualitative data for comparison and contrast.
  5. First hand the SWG will collect information on impacts and adaptation strategies from the records of the discussions of the regional meetings, steering committee meetings and local level consultations that will be arranged by the NAPA Team.
  6. Analysis and compilation of the data and information collected from the various sources (NAPA Team, SWG and literature review) will follow the above.
  7. The adaptation strategies will be formulated based on the predicted stress and using the methods stated above. An intensive review of the forest, biodiversity and landuse maps, policies and legislation will be carried out.
  8. The key actors or institutions related to the adaptation programs of actions will also be listed.
  9. Discussions and information exchange with sectoral working groups will be held to facilitate adaptation programs of actions under the given sectors.
  10. Regular interactions and experience sharing will take place between SRDI, DoE and BMDA, the members of the sectoral working group on Forestry, Biodiversity and Landuse (Team members have been nominated by the organizations).
  11. Actions or interventions will be suggested for example for identifying the vulnerable sites and categorizing the vulnerability of the habitats for the fauna (to high, medium and low category) to climate change related stress such as salinity, floods and droughts.

Activities

  1. Study of all IPCC documents will be undertaken to obtain a clear understanding of the impacts of climate change and the methods used to predict the future.
  2. National level data on climate change parameters will be collected and studied to assess the impact of climate change in view of the knowledge acquired by studying the IPCC documents.

Vulnerability assessed

  1. Feedback from consultative workshops, to be arranged by the MoEF, will be acquired analyzed and judiciously compiled to assess the vulnerability.
  2. Available literature on this issue will be studied to collect the relevant information on the given issues
  3. Consultation with the experts and sectoral group members will be held to thresh out the issues

Impact of probable hazard identified

  1. Review and study of global predictions of climate change adversities
  2. Collection of relevant information available at the national level
  3. Analysis the data/information to identify the impacts of probable hazards of climate change

Interventions and key actors identified

  1. Consultations and feedback from local level consultations
  2. Literature review and study of the institutional structure
  3. Experts’ opinion
  4. By using the above, sectoral group discussion will lead to identify interventions and key actors

Interventions prioritized

  • Sectoral group discussions using the list prepared under activity 9.12 will lead to the prioritization of the interventions considering people’s livelihood as the topmost priority

Timeframe: The project commenced on July 2003 and will be completed by June 2005.
