Questionnaire for concerned ministries, departments, divisions and agencies of the government


The issue of capacity building has become a major priority to the Global Environment Facility (GEF), within the global conventions and the international community as a whole. Bangladesh is a signatory to a number of Multilateral Environmental Agreements (MEAs). However, the country’s capacities at different levels to implement these conventions are limited. It is considered appropriate to build capacity of the country while the Rio Conventions are in different stages of implementation. Need is also felt to enhance the technical capacity of the country to take part in the global negotiation processes and link decisions taken at the global level to matching actions at the country level. Given the competing demands and obligatory activities besides reporting requirements and monitoring of MEAs, Bangladesh appreciates a one stop capacity assessment and Capacity development programme. Identifying capacity building needs at all the three levels (individual, institutional and systemic) and strengthening existing capacities are urgently needed.

In this perspective, the National Capacity Self-Assessment (NCSA) Project is being funded by Global Environment Facility (GEF) / UNDP and implemented by the Ministry of Environment and Forest (MOEF) with the technical support of The World Conservation Union (IUCN) - Bangladesh Country Office. The objective of the project is to building capacity of Bangladesh – both in public and private sector - for global environmental management in order to implement the three Rio Conventions namely: United Nations Framework Convention on Climate Change (UNFCCC), Convention on Biological Diversity (CBD)  and United Nations Convention to Combat Desertification (UNCCD) effectively. Towards this objective, a Capacity Development Action Plan (CDAP) is urgently required on the basis of identification of priority environmental issues for sustainable development and sound environmental management. The concerned ministries/ divisions have been involved with NCSA process through the Project Steering Committee, Strategic Technical Committee, National workshops and Thematic Group meetings. With a view to assessing the needs of capacity building at individual, institutional and systemic levels, the NCSA team has developed a questionnaire to take a stock of all completed, on going and up-coming projects/programmes taken by the concerned ministries/ divisions/ department/ agencies relating to climate change, loss of biodiversity and land degradation issues. The ownership and active participation of all ministries/divisions/agencies is a precondition/ prerequisite in the NCSA process.  

We would, therefore, request the concerned officers to kindly download and fill-up the questionnaires : Annex A and Annex B, with necessary input, information and suggestions of their ministries / departments / institutions and send it to Mr. Monowar Islam, Project Manager at the following address (by post, fax, e-mail) by 28 February 2007.
