During the inception workshop, the following four working groups were formed on the basis of thematic profile as indicated in the section III of the PRODOC:
WG-1: Capacity needs assessments under climate change (UNFCCC / KP)
WG-2: Capacity needs assessments under biodiversity (CBD/Cartagena Protocol)
WG-3: Capacity needs assessments under desertification (UNCCD)
WG-4: Synergies among Multilateral Environmental Agreements (MEAs)
The major recommendations of each group are presented in the fourth chapter. Four major Thematic Groups (TG) have been identified based on the thematic profiles as discussed during the inception workshop. The proper persons and institutions have also been identified for the respective TGs. However, the list of the TGs and its members are not exhaustive rather flexible in nature. Any expert or suitable persons may be co-opted to any of the TGs based on his/her knowledge and expertise. Besides these TGs, any other themes may be discussed in consultation meeting with specific stakeholders as per provision of section 3.8 of page 36 of the PRODOC. The ToR of the TGs would be developed by the PMU in due course. The TGs are as follows:
- TG on Mitigation, Kyoto Protocol – mandates and elements (CDM)
- TG on Adaptation, implementing NAPA – five year PoW on Adaptation (including access to LDC fund, Special CC fund, KP Adaptation Fund, GEF Special Fund for Strategic Priority on Adaptation, GEF-RAF etc.)
- TG on post 2012 climate change regime (Ad hoc Working Group and Dialogue on Long Term Cooperation) and reporting (e.g. NatCom and NAPA)
- TG on Bioprospecting and ABS issues
- TG on Cartagena Protocol on Biosafety including risk assessment and risk management
- TG to address capacity needs to implement CBD 2010 Countdown (including NBSAP, 4th National Biodiversity Report of Bangladesh to CBD, GTI, SBSTTA etc)
- TG on land degradation including resource mobilization (Global Mechanism of GEF)
- TG on issues other than land degradation, and reporting and communication including NAP
- Thematic Group on synergies among the Rio Conventions
The overarching objective of this Inception Report is to ensure the planning process of NCSA through a participatory manner. The process has been achieved at the Inception Workshop. The Inception Report has been organized into five major chapters. The first chapter discusses the background of the NCSA, definition of capacity building, objectives of the project, approval and progress of the NCSA project. The second chapter discusses about the methodology of the NCSA preparation process. This chapter also includes the principles and strategies of NCSA. The third chapter is the most significant one of this report where the stages of NCSA have been elaborated. The important sections of this chapter are: current situation analysis and stocktaking, thematic profile (i.e. UNFCCC, CBD, and UNCCD), major issues and opportunities, identifying capacity needs, preparation of NCSA report and action plan. The fourth chapter has been furnished with the outcomes and recommendations of inception workshop. Finally, the fifth chapter has been enumerated about the implementation arrangement of NCSA project which includes PMU, PSC, STC, and road map for implementation of NCSA. During implementation stages, there might be some unforeseen changes or adjustments needed which have also been predicted in this chapter.
